Water reservoir systems should be designed and operated for the most effective and efficient accomplishment of overall objectives. The system usually consists of reservoirs, power plants, diversions, and canals that are each constructed for specific objectives and operated based on existing agreements and customs. Nevertheless, there is considerable latitude in developing an operational plan for any water resource system, but the problem is greatly complicated by the legal and social restrictions that ordinarily exist.
